This is tough, I'm from Maryland but have strong connections with East Bay Cali...... Eh I'll go with Oakland, outside losing the Raiders it has been making major strides recently. Plus you can't beat the scenery and weather. Baltimore has a beautiful harbor, but still has way too much violence and blight. Unlike some on here, I actually prefer Oakland's architecture. Baltimore has some nice looking homes, but has a lot of really bland looking row homes.
