If you are talking about most for declining metro area then New Orleans has the most for population loss. LOL!
Metro NOLA hasn't declined in the last 4 years.. hmm more ignorance. The population has been on a steady increase as well, but I'm sure whenever "the big hurricane" hits NYC (oh, and it will sooner or later) the population loss will be just as bad.
Well I think if I lived in New york I probably would do better walking then doing public transportation or driving.. I might just get to work faster...

I have lived in NYC, Tokyo, Mumbai, and Manila for significant portions of time. NYC and Tokyo have great transit.. Mumbai and Manila WISH they had the transit that Atlanta has. For example, just TRY to get from Kurla to Churhgate in Mumbai on any day in less than two hours. Talk about a nightmare

Very true. If a big hurricane ever hit NYC in the same manner as Katrina, the casualties will be in the hundreds of thousands.
