What does it really mean to be a true 24 hour city though? Especially if you include Las Vegas, I say if you include LV than Miami should be included as well. Where else really besides the strip is bustling at 4 am?

nyc is 24/7 off the fact that theres always a good amount of people traveling,working,playing through out the city at any given time. Thats why we have 24/7 transit

You'd be surprised, there are areas of Brooklyn and even some areas of Manhattan besides Times Square where things are pretty lively well through the night. In Las Vegas everything is pretty concentrated on the strip. You can even say most of the late night action in Miami is on Miami Beach (SoBe). I was arguing the fact that I don't know how you don't think of Miami as a 24-hour city but Las Vegas is though?
I'm just having trouble seeing how Miami can't compete with Las Vegas here. People in Miami party until the sun rises, whats different between that and LV?

Theres plenty of 24-hour restaurants and bars in Miami.
NYC is probably best... DC was alright, but it mostly went to bed after 10 or 11 it seemed.. Philly Center City seemed to be lively pretty late. Most neighborhoods around major college campuses tend to be somewhat busy 24 hours a day as well.
