The only thing I see Houston having over Portland is the weather.. everything else is Portland...

portland anyday for me,lots of things to do outside, while still having a dense urban experience.

Read chuck palahniuk's guide to Portland. There are a ton of places that satisfy this fit- but they are bohemian in nature. In Houston they are ghetto.
