That was back in the day when heating techniques weren't as good... and people still flocked to "cold" Chicago
Most cold populations were founded by people from cold areas. Poland is cold in the winter, just as much as Chicago. Norway and Sweden and Finland and Germany all get cold, and those are the big ethnic groups in Minnesota.
The weather in Michigan, Southwest MI in particular, is incredibly unpredictable because of the "lake effect" as we call it here. For example, yesterday it was below freezing around noon, its now 1:19am and its currently 52 degrees. By tomorrow afternoon it will be on the low 20's and teens. Michigan weather is insane. Its always a running joke among Michiganders that there is no point for weather men to have jobs here BC unless its tomorrow's forcast, they are literally wrong 75% of the time.
I'd think the Bay Area should be up there. Once the fog burns off in the morning, SF is one of the sunniest cities in the US. Monterey would be perfect for me.
Anyone else think Minneapolis would have 2 more million people if it had the same kind of weather as 300 miles south.
We'll see in a few decades when weather patterns shift due to Global Climate Change. They say that in 50-100 years Minneapolis will have a similar climate as Kansas City, and Chicago as Memphis, and both with more extremes than either region has today (like more dangerously-hot summer heat indices).

No, a good chunk of the influx was from southerners looking for factory jobs in the industrialized north. Detroit, Cleveland, Milwaukee, Chicago, and so on. You know, how black people are today the majority in several of these major cities when there were practically none pre-migration? That's how they got there. JOBS. As usual. Not weather.
Worst weather has to go to Oklahoma City. Bad ice storms, severe hail, more than their fair share of F5 tornadoes, and oppressive heat. Honorable mention goes to the suburbs to the east of Birmingham AL and west of Atlanta. Lived southwest of Atlanta for over 20 years and in that time experienced 2 tornadoes, a microburst, a tropical storm, hail the size of golf balls, major drought, flooding, a blizzard, ice storms, a couple minor earthquakes, heat waves, and enough severe thunderstorms to loose track.
