Yeah I agree that it's subjective but criminals and a good majority people from the projects aren't exactly what I would call friendly which there is a good amount of in Chicago. If you combine that with your usual unfriendly dick which there is everyhwere and always will be no matter what city it doesn't really come out as all that friendly to me. But I guess it depends on what you experienced there and where. In certain types of places most people will be friendly in pretty much majority of cities.
