Maybe so, but where are there any advantages in annexation? My suburb becomes part of Cleveland and then I continue to pay extremely high taxes that then go through city hall? What becomes of my city's services?

The whole conversation breaks down before it even begins. Annexation is more of a last resort tool that should be used to rescue areas from failed governments or to provide new services to areas in need.

Bingo. We have the same pie in the sky thinkers here in Pittsburgh. They want the million municipalities that surround the city not merge. Other than to increase population numbers nobody can explain benefits to merging with Pittsburgh. No different in Cleveland with it’s suburbs.
