When I last used the Windermere station, in daylight, transit police were chatting it up in their office inside the station while aggressive panhandlers were hitting anybody using the parking lot.
I have never parked at Windermere. No question the best way to access this rail terminal/hub is by bus... or even on foot. A few years ago when we were staying downtown at the Rennaissance Hotel during a driving, heavy snowstorm, we hopped the Red Line out to Windermere for a Sunday afternoon jazz concert at the East Cleveland library auditorium -- which is very nice btw. When we arrived at Stokes-Windermere, the snow was so thick that we actually hopped a Healthline bus 1 stop to the EC Library front door. Great concert; great experience -- the place was packed. We walked back to Windermere for the trip home schlepping through the snowy parking lot. But there were no problems, safety-wise. The trains were quick (about 17 mins each way), the Windermere terminal was clean, spacious though busy. No knuckleheads, just commuters coming and going to their destinations. Lots of bus transferees but not a whole lot of cars in the lot.

If the situation presented itself, we would happily do it again.
