All of those teams were undefeated national champions. The rankings were the "end of season" rank in the AP poll. I don't care if, in September, you beat the "#4 team in the country" and then that team proceeded to lose 5 and finished unranked. That means nothing. How many teams that actually finished in the top 25 have you beaten?
Anyway, I finally found a formula I like. It ranked them:
D - C - A - B.
While I certainly do agree with your assessment, D was coming out #1 no matter what I tried and the formula I eventually settled on brought C pretty close, so I think it is reasonable.
I actually had 8 teams to rank, but just randomly selected 4 to get some input, as I was having trouble coming up with something that seemed to make sense.
