That article has the following quote:

As for the planned grocery store on the Midland Commons property, Billings said that “plumping down another Winn-Dixie on that corner isn’t what needs to go there. It will struggle if you’re just trying to work off of a 2-mile or 3-mile demographic ring.

Supermarkets Food Depot, Publix and Winn-Dixie and hypermarket Walmart Supercenter are in the trade area. It is unlikely to see Winn-Dixie, who is closing stores, and Walmart Neighborhood Market, with a Walmart Supercenter nearby, open stores. Either Publix is opening an additional store or replacing an existing store, or Kroger is returning to Columbus with a Kroger Marketplace hypermarket store.

A customer who works at Sam's club told me today that one of HER customers who is involved with building development told her that Costco is in the process of getting building permits.

Probably so, if the 2 things you heard were true it should be on track for coming next year!
