Ive worked in a number of large and small name brand hotels from Marriott, Hyatt, down to La Quinta and have never seen a server/computer room look any different.
I've seen more computer rooms that look like the 1st picture than not. The 2nd one is a bit more 'WTF' with the switch/appliance hanging by the ethernet cables. But I have seen plenty of smaller switches (or hubs) that were just hanging there. In either case, these are actually more average than below average.
Should the IT dept. be fired? Not sure why if they are doing their job. Now, if this is a service provider or a co-lo where you would be taking customers on tours, that's a different story.

Firing is a ridiculous idea for those pictures. I agree with it being odd that the switch (or whatever that is) is hanging, because it should be mounted some how or another. I'm guessing you don't work in IT OP. I don't see much to be concerned about honestly. I've seen worse, trust me. As long as everything works, I don't see a reason to be anal about wiring. Some of the prettiest wiring jobs I ever saw were a complete pain to work on, because pulling existing wires and having to cut cable ties all over the place is a real time waster.
