Those installations are the result of the common problem of time allowed/cost allowed. Every server room I've ever worked in was considered an evil step child by management and they kept a tight rein on costs. As a result everyone (most everyone - YKWIM) went in, did the best possible job in the shortest possible time and got out.

Take your time and find yourself on the street wondering why doing good work gets you fired.

Supporting two infrastructures is expensive... especially if it's for one variation. It's hard to justify using PHP over JavaScript if the organization's already heavily invested in JavaScript.

The IT department has saved thousands on cable management. They probably got a bonus.
or
The business owner wants to add a VOIP system with PPOE phone and gets bids.

Bid one "I can hang a switch off your existing rack switch and it'll cost you $200." They literally hung it.

Bid two, I can rack mount a switch, rewire, install new cable management, and users and server will encounter outages, it will cost you $1,000 and three days.

Owner happily takes bid one.

Fired? No, but can you have them do something about the box just hanging off of it there? There is no excuse for that.

The first photo actually looks relatively clean. Would you like to be the person who caused a companywide outage because you thought it was a good idea to tidy up the area?

That horizontal white cable in the center is probably the connectiion between a couple of switches. Just waiting to happen...

And during my career "relatively clean" was never an acceptable result. I'm with Peregrine do it right or go home. I've turned down work because the client didn't want me to take the time to clean up messes like this.
