I think you may be infected with what is called Rogue security software. It misleads you in telling you all kinds of things to try to get money out of you. What appears besides the message for optimization or cleaning? Where do the messages appear to be coming from? Is is Avast or something else?

Sadly, that is an upsell solicitation, much like Spam mail. And, much like spam mail, once you reply, you are tagged and continue to "offer" you more of their wonderful services.
As peregrine said, don't ever pay for any cleaning or optimization type service.
If you need such help, ask here any many will give you clear, easy-to-follow instructions on how to use freely available utilities such as CCleaner.
There are already threads with related information even on this site. Just have to search for it.
For future reference, for you an all other viewers, if ever in doubt, ask for help/opinions here before paying/installing/submitting information.

I have Windows 10, and Avast as a security measure. I like both, however, Avast keeps telling me that "My PC needs Optimization. "
Before it was "It needs CLEANING." I payed them $35 for the cleaning, for one year. Now they want $39 for optimization, for one year.
As you probably can detect, I am not very knowledgeable about computer maintenance. Your opinions are very valuable to me. What do you think?

You don't need to pay anyone to clean the junk files on your computer. I've been using the free version of ccleaner for years and it captures 99% of everything you don't need.
Disk optimization is just the new phrase for what Windows used to called disk defragmenting. It just moves files around on the disk to be physically closer to other similar files. W10 should have a built it program to do that for you. How and When to Defragment Your Hard Drive in Windows 10
You don't need to fall for these pitches for things you don't need.

Still drinking the Microsoft Kool aid I see. How does it feel being forced to update against your will? how does it feel to have "updates" installed that contain NSA backdoors? How does it feel to be data mined? How does it feel to run the least secure OS on the market? Please, Linxu > Windows all day, everyday and twice on Sunday. I'll never understand blind loyalty to a megacorporation that exploits it's customers.
I used Avast for a few years - the free version - and never got one offer to clean, optimize, or anything else other than update (free) and scan (free). Should I feel neglected? :-)
By the way, it seemed to do its job just fine.
