Maybe the punishment should be that we throw the kids from the same overpass into traffic.
Then you would deserve the same punishment yourself. Especially if anyone in the traffic got injured by the falling teens. So we throw you down too, and someone else gets injured. So we throw the person who threw you down, too. Where does it end? Once we start getting violent, the violence keeps escalating. Eventually we would be forced to close the road and warn drivers to take a detour.

A big part of the reason why a lot of people kept their doors unlocked in the distant past was because they didn't have anything worth stealing, and were at more risk of losing their keys than getting burglarized.

Another factor is that a lot of burglars now are motivated by drug addiction, and are a lot more desperate because of it. There was drug addiction back then, but it only affected a small fraction of the number of people.

The size of your town is a big factor too. In a lot of relatively small towns, it's still ok to leave your doors unlocked. In big cities, it never was.

Stupid enough, but how dangerous can that actually be? Paper and ice are much lighter than most types of rock.

I was thinking this too, but then I realized they might have soaked a fully intact Sunday paper, not individual parts crumpled up. They are pretty heavy dry, wet even heavier and frozen heavier still, and I can imagine large enough to do some serious damage.

It's not the parents fault. They did nothing wrong so it's unfair to punish them. Make the kids work in prison and give it to that woman and her family.

And 7 years should mean to serve 7 years.

These were not 13 year olds, they DROVE to the scene, got out on the overpass and threw the rock. They got caught because they then drove past the accident scene to check out the damage they caused at least 4 times, enough to arouse the suspicion of the police on the scene.
So let's give these teenagers a round of applause for being stupid criminals, rather than highly intelligent criminals.

If they had been highly intelligent, did their homework by reading lots of true crime books, their crimes could have gone on ad infinitum! Next? They could have set huge dark rocks in the middle of roadways, in the middle of the night, secretly stationed themselves nearby, and watched the shows! Way back, in Louisiana, some humorous man would set naked mannequins in the middle of rural roadways, in the middle of the night, and watch the show with giggles and giggles! OMG! There's a naked woman in the middle of the road, and off to the ditch they went to avoid hitting her!

Driving to the scene of the crime, repeatedly? That already suggests very low IQ's!

Why!! OMG, this rock thrower was 50 years old!!

Why is it, when it comes to graffiti, or things of this nature, we go on automatic pilot: teenagers!

Sick forms of fun can have an appeal to all ages!

As AARP has predicted, senior citizens, down the road, will be our largest criminal class!

I was mugged, on a vacation to Ecuador, 8 years ago, by 2 well-dressed, grey-haired senior citizens, falsely expecting to be mugged by teenagers!

Shocked? You bet!! And after that, nothing will ever surprise me!

Under the PRC law and current practise there, there's no difference, and had these teens were tried there as adults, they'd be executed, since through their unequivocal reckless endangerment (not to mention the sadistic-ness) this obviously has permanently maimed the schoolteacher's brain. IMO the 'leniency for minors' argument/principle shouldn't extend to something as egregious as this.

Luckily they caught the little turds who did it. Hopefully the penal system will leave a lasting impression on them.
The penal system will indeed have a lasting impression on them, as these places are nothing more than universities for making you a smarter criminal when you're released!

Here, they'll be reprimanded immediately for not going their homework: true crime books!

And the penal system will always leave a lasting impression on taxpayers!
