Can the employer legally withhold the last paycheck to cover damages to the restaurant caused by the (ex-) employee?
No. They would have to take the person to court for damages. File charges for destruction of property assault etc. The payroll check is pay for time worked.

Imagine that. Someone that works but doesn't make enough to have a life going mental.
Don't get too comfortable folks. There is a storm coming. And your financial advisors, accountants, lawyers, tax specialists & politicians won't be around to protect you.
You can yell all you want about the 'free market' but big government exists to keep wage slaves under control and keep the rest believing the smoke and mirrors game long enough to maintain their narcissistic facade.
I worked at McDonald's and HATED it. Horribly mistreated, such as them asking me to clock out but keep working, taking my break but them getting mad because I took the entire time I clocked out (well duh I got a 30 minute lunch, I'm not going to only take 10 minutes since I am not getting paid), not letting me go when my shift was over (a few times I had somewhere to go and they wouldn't let me go when I was supposed to because of the customers). The end though had to do with an abusive customer who kept calling me names and mean to me. The manager then told me I had to apologize to the customer because I must have done something wrong. I didn't. I then said nope not apologizing and I walked out.
Big deal. I snapped on one of my first jobs while in HS. Heck, I was fired from each of my first three HS jobs for insubordination.
I went onto win several awards and industry honors and had a pretty nice career. This kid could too.
It is a "big deal" assuming this got reported.
Almost any employer who offers gainful employment has background checks. You sound like an older person and maybe you weren't reported back then. There is so much competition for jobs that if this shows up on his record he will be passed right on by. Landing employment is hard enough these days. No one needs something like this on their record.
