I'm glad she is beating him around. He needs it. It looks like she realizes the outcome of all of this damage.
I think she is more concerned about the damage to the boy who she is parenting.
Getting mixed up in rioting could lead the kid down a bad path, she doesn't want to be making monthly visits to see him in the penitentiary in a few years, slapping him upside the head might get him on the right path to avoid that fate or worse. Looting the wrong store with an armed and angry shopkeeper could land him in the morgue.

I take it that if you'd seen your kid participating in the riot then you'd do nothing, or, you'd go there and 'beg' them to leave with you, instead of demanding they leave. If begging wouldn't work then you'd probably bribe them by telling them you'd buy them something.

If she were punching him in the head using her fists then that would be too much, even if the body part is covered. Three open handed slaps on a covered body part is reasonable.
In the end she just went to the aid when her son who was assaulting police which is a serious crime with rocks. She was justified in using force necessary in coming to their aid.
I agree that mother did the right thing . This woman got tired of her son getting into trouble and she found the one thing to do to get him home whip his butt in public . Now he will think twice before doing anything bad in public again for fear that mama might be right around the corner .
