This is all well settled law. A person can stand on the sidewalk, look in, and take pictures. If you don't want it pictured don't have it anywhere visible from the public areas.
Same for overhead. The actual height that will be set is not known. But I would think at or above roof top.

Not true. Helicopters and other very light aircraft often operate at 100 feet or even less. Once saw a police chopper operate at less than 30 feet chasing a guy.
There are rules about distance from occupied dwellings...but helicopters ignore them.. and they don't apply to drones or RC models.

They will inevitably lose. You cannot locally regulate the right to pass overhead.
There will likely be airport bans but probably not on small airports.
Drones are becoming a large problem in rural areas in Oklahoma as well. They are planning on specifically dealing with the problem with small planes and drones and have been several near accidents. Out in California, they are about to ban them anywhere near airports after several drones nearly ran into large jets. These sorts of problems are coming up a lot of areas most especially involving planes from little ones to jets, and police copters who had to manuver around them.
The public safety trumps the rest and public safety is becoming the issue.

You can't regulate STUPID but you can jail/fine it. The only regulations that need "teeth" and enforcement is if you fly in such a way as to place others in jeopardy then just like with driving a car or piloting a boat recklessly you get NAILED severely.
With boats/atv's/cars/motorcycles you have to have a glow in the dark/reflective registration number clearly attached to it. I can see the same for a "drone". This sticker would have to be in place unless it never leaves your property while in flight like on farms etc.
For a minor administration fee to cover the cost of the sticker you're good to go. If your device is caught doing something stupid/unsafe/illegal like flying near an airport or buzzing people then you get a severe fine and/or jail time depending on the severity.

Police vehicles indeed routinely operate in outside*normal*rules in emergency situations …
But in ordinary circumstances ordinary pilots of ordinary aircraft are NOT allowed to fly around below altitude of "controlled airspace" ...
