Well, technically, that's not a requirement, certainly not in the legal sense. But the story of how Scientology did acquire its status as tax exempt is - interesting. Blackmail, infiltration, setting up a phony organization to protect IRS "whistleblowers", the works.
Their incredible pouting that they couldn't crack Germany's authorities in the same manner was fairly delicious, though.
