No, as long as the cop didn't hit the cat with one of the prongs but from the looks of it, he didn't. The electrical current from the taser runs from one prong to the other so the cat wouldn't have been tased.

I hope the man will be Ok, & get any treatment he may need, & I hope the cat will be OK too, we do not need any more stray cats, they live miserable lives.

You don't know what a person could do in an altered state, on drugs, etc. They had to subdue him somehow, and consider the cat. IMO, they did the best for the situation in that n one was hurt!
I think it was good call. Personally, I wouldn't trust a naked man holding a cat hostage not to bite me so I wouldn't want to get close to that guy either.
