Reagan hasn't been President for nearly a generation. Surely if closing the hospitals was such a bad idea, they would have been reopened by now? What could be the reason there are so few mental health beds? "Patients' rights"?
BTW the Geraldo Willowbrook expose' was in 1972 and that was run by the State of New York, not the Feds. That's what began the trend of deinstitutionalizing mental patients.
The person at the heart of this thread belongs anywhere but on the streets. A prison would be fine with me. From there we can explore treatment options if he agrees to them.
My decision to keep myself and my family away from New York City continues to pay off!

I’ve been visiting NYC since 1976, often twice per year for 2 or 3 weeks at a time, I’ve never felt threatened day or night, although naturally I don’t stroll around Central Park after dark, go to bars in Washington Heights or hang out around Penn Station at night time.
I’ve had my caution radar aroused more often in Tampa FL than NYC.
You also have to be more watchful when walking near London soccer stadiums before or after a game here.

I used to take my family to Baltimore, but not in the past few years; the crazies there have gotten a lot more emboldened. Annapolis, on the other hand, is a remarkably safe place, as long as you steer clear of the housing projects. We have no worries about going there.

As much as I agree with you, I don't think it's Judges that make the laws. But they do have to uphold and follow them when handing out a sentence.
Congress makes the laws when they are proposed to the legislation. So it goes to the two parts the US Senate and House of Representatives.
VERY few, & that's why this **** keeps happening. Also, not keeping them in prison or jail. And, it isn't just places like NYC, it happens where I live in bumpkinville as well.

I think the average creep out on the streets in NYC has no less than 40 prior arrests.
