I can see cycling under Sports AND under Exercise and Fitness. The sub-forum under Sports could be entitled "Bicycle Racing" and the other one left as "Cycling". There are certainly folks who view their cycling as transportation (commuting) and others who view it as enjoyable recreation without being too serious about the exercise aspect, so we can actually make a case for locating cycling in four different forums. That would probably be an absurdity, however.
I'm interested in biycling less for the excercise or anything competitive and more just as either transportation or recreation as a way to get outside and explore. So hobbies and recreation sound like the better fit to me. Everyone makes a good case for other forums, but it has to be in one forum and hopefully it's not too hard to find the subforum.
