The problems at Lewisville Lake are
1. No lifeguards.
2. Slow response of police boats and game warden boats.
3. Police who respond on land don't know their way around the parks and shore.
4. Police who respond on land don't attempt rescues.
5. Citizens don't know how to swim or don't swim well.
6. No first aid stations near swimming areas.
7. Cell phone service is spotty at the lake.
8. 911 calls at the lake don't necessary go to the town where the drowning is occurring.
9. Communication issues.
10. People swim in areas not designated for swimming.
11. Alcohol.
12. Passive, fatalistic attitude.

Always has been the "Party lake". I can remember drownings back when I was a kid in the 80's. Still today there are always more drownings in that lake. Alcohol, big lake, kids driving boats, popular spot.

In addition to boaters many Hispanics swim there and never wear life jackets. You can walk out in a lake thats 4 ft deep and then drops to 40 real quick. As a fisherman I can see that with a depth finder.

Lots of shadow people:

While by day the lake is great to spend a few hours, at night the water becomes infested with shadow people who emerge from the water and lurk near the shoreline.
A few folks have tried to approach these entities, only to go mentally insane when they touch the strange black substance.

Anyone can drive a boat as long as they don't have a BAC over the legal limit (.08), similar to driving a car. The TV news usually has an item about patrols for intoxicated boaters on area lakes.

10. May I have an open container on a boat?
Open containers are legal, but operators of boats are subject to boating while intoxicated laws, similar to driving a vehicle. Operators or passengers may also be subject to public intoxication laws. Drinking and boating is DANGEROUS and the cause of most boating fatalities.

Right, however, the people I was talking about aren't boaters. They are sitting on benches, laying on towels etc. while the kids are bobbing around in very confused water.

I just dug around for a few minutes. Since 2000, "only" two or possible three more people have drowned at on Lewisville than Joe Pool Lake. Further, Lewisville appears to be at worst third or fourth in the state for number total drownings over that span.

I would be worried if they go from the pavilion to the boat! Or worse, the car.
