I've always understood take cover to mean, "get your booty inside and stop standing outside looking at the sky"

Taking cover hasn't ever indicated to me that I need to get in the closet. That's what the siren is for. And our siren by the house has gone off like 3 times in 10 years. Including last night which I apparently slept thru.

I was able to hear when I was close to my front door before went inside and took shelter. It was a female voice and saying something like "This is tornado warning for city of Frisco residents and bla bla bla"

SIREN took off around 3:45 - 3:55 AM in Frisco and ran on / off till 4:05 AM. News reported potential tornado threat till 4:02 AM. Nothing happened in Frisco.

Yes- I sat there a few minutes after the phone app went off, half asleep, thinking, "duuuuhh, what should I do?" The sirens were scary enough to make up my mind.
