What? Why not help them buy and fix up homes in an older pocket on east side to rejuvenate that area.

They are fixing and repairing small homes on the east side. The city teams with Habitat for Humanity and couple of different churches to fix up a few homes on the east side every year. One thing limiting much being done on the east side near US75 is that many homes are owned by individual investors - and they mostly hold the land for sale to big developers without doing much to the homes themselves.

Also building individual homes is way more expensive than building a neighborhood full of homes by a pro building company, so onesy-twosy homes instead of a full neighborhood is very rare.

That's a valid point but city can find a better solution. However, this subsidy should only be limited to folks who lived in Plano for 5+ years, not to random lottery winners.

Frisco showed generosity as well because that area feeds to Frisco ISD.

I'm struggling to follow your train of thought here. This new affordable housing ( in a suburb that does not currently have enough affordable housing) targeted towards folks who make less than 40% of Plano's median HHI should be reserved for folks who have already lived in Plano for 5+ years? Where exactly are all these people currently living in Plano on a HHI in the low $30k range??? If they already had a place to live in Plano, why would they need to move into this new development?

Lottery is fine. It will allow more lower income people who probably work in Plano's schools, restaurants, shops, and other services to actually live in the city where they work. If you haven't been following along what is happening in Collin County, the skyrocketing cost of housing is making it difficult for many small businesses to be able to hire workers who live anywhere near their jobs. Many small DFW chains have their least profitable, highest volume locations in Plano and Frisco because of the amount of payroll they have to spend to staff.

I'm not against affordable housing but if city is spending, poor long time renters from east side should come first.

By the way, Highland Park businesses are surviving fine without any affordable housing so that point has no weight.
