We often have panhandlers near my residence in Dallas and I call the police non-emergency number and report them as directed by DPD. Then I often can watch (from my condo window)a police cruiser come by and question the panhandler. A few times they have been taken into custody but more often they interrogate the individual and give them information on getting resources .... and make them move on.

If panhandling is against the law in Irving, I suggest you report this incident to the police so they can be watchful and perhaps hook this person up with a social worker. Once, a very long time ago when I lived in Irving’s Cottonwood Valley, I had a scary experience at that same Target shopping center. Probably was in 2012 or about then. I was in my car and a man who looked down and out rapped on my driver’s side window and demanded I open the window. I asked “what do you want?” And he just continued hammering at my window saying “Open up!!” After several demands on my part that he provide his reason and his continued simple “Open the window” I just engaged my car in reverse and left the parking lot with him still tapping my window. About a block south of the Target, I pulled into another parking lot and walked all around my car but saw no damage or indication of anything that would cause a stranger to want to talk to me.......... after that I was always weary of shopping at that store.

Just be glad your in tx. I still remember how bad the panhandling was in NY before Giuliani cleaned up that mess. You couldn't go to Mcdonalds or an atm near Columbia or Harlem without looking over your shoulder.

My friend got a brick in his face first day of school at a Citibank. And these are homegrown American socialists, not Bosnian Communists. And my daughter tells me tons of homeless people in that area now.

All in all its Just a Brick in the Fall.

Refugees are brought here legally. They are fully vetted. Anyone who says they are illegal really don’t know what they are talking about.
Urdu is a language from Pakistan. Bosnia is a country in Europe. Pakistan is in Asia. US has a refugee program, no matter what country they come from, they are legally brought here. Many people around the world say InshAllah. You did not have good intentions and wanted to get info out of her instead of just helping her out. You actually went and researched on her and cases similar to her so you can come here and tell that she immigrated from Canada.. yeah right!!

Panhandling is more common in American, rarely would you see an immigrant or refugee panhandling. Research on that and you may even get somewhere.

Yes, refugees aren’t given a lot of assistance when they come here. However. I don’t see a lot of refugees around here panhandling. I primarily see white Americans panhandling.
Bosnia is in the Balkans, not Africa.

My home town has a large Bosnian Refugee population....and large refugee population in general. I've always had positive experiences with them and many of them have become pillars of the local community owning popular restaurants.

If push came to shove and I was forced to pick, I would pick a random Refugee over a random American Born person any day of the week.

Actually to that point...there was a high profile case a couple years back of a little girl who was brutally stabbed to death by a homeless man (american born) in a mass stabbing at her 3rd birthday party.

Bosnia is central Asia, not Africa. I hope you realize that. As someone else mentioned, Urdu is a central Asian language, and is spoken in Pakistan. I wanted to slide in here, even though I'm not in the Dallas area, to share that this not unique to you all. There is a family that I have worked with who is from Russia who is here as refugees. Mom takes her three elementary aged kiddos out of school to panhandle in a somewhat wealthy central Austin area. My agency has tried to connect mom to resources on numerous occasions and has not been successful. Also note that many refugee programs and services last only 6 months (which is ridiculous) and then the resettlement agencies "discharge" the refugees and they are out on their own. The federal government has also reduced funding and the number of refugees that can enter the United States, making things even harder for them.
