I wanted to add that So. NJ will always be divided by Delaware because of the Delaware River, Delaware Memorial Bridge and the bridge toll. The toll is the factor that will make it difficult for the counties to mesh well. It makes it difficult for the two regions to combine, because people that might get a job in the original Delaware will choose to stay in the original Delaware or where there is no daily toll to cross. Salem County will struggle to grow.

Maybe Delaware would have a better shot annexing Cecil County, Maryland, and there would be just one toll on the Susquehanna River bridges rather than on the DE/MD state line. That Susquehanna Bridge toll would be a super high toll to cover it and the toll that once was at the DE/MD state line on I-95.

Maryland would be physically divided and not contiguous

For my own edification can someone tell me if this has ever seriously been discussed other than by the OP? I am not talking about musings after a few beers that it might be a good idea. I am taking about a serious consideration as in, perhaps the politicians speaking about this as something to be looked into? As a transplant it sounds utterly ludicrous to me, but I may be mistaken.

As someone who grew up in NJ and spent my college years in DE, this may be the dumbest hypothetical situation I've ever read. If you think NJ would ever give up the Jersey Shore and the tourism revenue that comes with it, you are insane.

I agree that the northern and southern parts of Jersey are very different, but so are the northern and southern parts of Delaware, so I don't really see how adding South Jersey on to Delaware would make things more homogeneous anyway.

Diversity is good. I like that North Jersey and South Jersey are different. Why would you want to get rid of that? That's silly.

Delaware has Wilmington, one of the most dangerous towns in the US.
