The downtown bridge is about 1/2 mile away. Taxis won't take you over because they face 1/2 - 1 1/2 hour lineups to come back. Best to walk across and catch a Mexican cab at the base of the bridge on the Juarez side. Where are you going in Juarez?

You can ride a bus from many other cities into Juarez or beyond.

The Greyhound station is near the border, but you can buy tickets from Greyhound to a number of cities in Mexico including Juarez, they partner with Americanos and right now if you're coming from some other city and want to go to Juarez, you can have that as your destination, El Paso would just be a stop to pick up/drop off passengers. Many Mexican bus lines are making the return trip into Mexico.

If you're just going from El Paso to Juarez, of course you wouldn't need a long distance bus ticket, there should be taxis, Juarez travelers can get taxis back to Juarez from the El Paso airport.
