You parse words like Bill Clinton , always splitting hairs.

So let's say "well-qualified" since you want to be pedantic about "qualified" strictly meaning "meeting basic qualifications."

I think most people understand that a person can meet entrance requirements while at the same time fail in terms of competence, and therefore be viewed as "not qualified."

Rick Perry runds the best state in job creation and job growth, he has charisma, he's liked by latinos...He would be a very dangerous opponent for Obama

Sorry but Rick Perry won't be winning many independent or moderate voters with his "Texas should secede from the Union" mentality.
