ALL political campaigning is part scamming. McDaniel is scamming, too. In a state where there is no party registration, he's trying to get votes discounted based on party. There is no party registration. So trying to get votes discounted based on party is a scam.

The RNC as well as the state of Mississippi have rules in place about supporting the candidate.

IIRC the Mississippi rule is focused on supporting the candidate whoever the party nominates regardless if it was your candidate or not. Considering McDaniel's comments prior to the Runoff that would make his own vote invalid.

Aside from that, there is no way to prove who someone supports or doesn't support and as such the rule is completely unenforceable.

Party over principle wins elections. Principle over party does not.
