Maybe. But in Maryland going to the Court can be a crapshoot when it comes to residency issues. A couple have ruled that just "wanting" to live someplace establishes residency.
Plus, if it or the candidate did, they'd be crucified for "voter suppression".
Reminds me of that fake candidate scheme in Florida where an ex Florida republican senator gave 44k to someone who had the same last name of a democrat running. He was charged with 3 criminal counts.
That same ex GOP state Senator In 2017, he resigned from the state Senate after using racial slurs in a conversation with two Black legislators in a Tallahassee bar. Then it was revealed Artiles used money from his political committee to hire a former Playboy model and Hooters girl as a consultant. I wonder what they were consulting on??

The same thing happened in Pennsylvania with Bob Casey. Several Democrats (as was Casey) did the same, ran for local office as Bob Casey (which was their real names).
Campaign money is really unregulated when it comes down to it. As long as you don't use it for your wedding or vacations like more than one Democrat Delegate here in Maryland has done it's fair to spend on "campaign expenses", which has a very loose definition in most states.
