The idea behind the bill is build countries so they can become new customers. The bill most likely would allocate funding to countries where we could work a "deal" for something they have and we need.
The big problem with it is.....

The same thing will happen with the allocated funds. The corrupt dictators in the places we need materials and are willing to "help the poor" will be riding in Mercedes and end up killing people to stay in power. The whole absolute power corrupts absolutely thing. I don't disagree we should help but it should be done by us not from us through channeling funds and hoping they get there. I think it would help the vision of the US military dramatically to have our military passing food out and helping to build infrastructure. One of the few things I think I agree with Obama about if I remember some of his past quotes correctly.
