I'm not suggesting anything, merely illustrating my previous point that separating foreign policy from trade policy is difficult if not impossible.

Well unless nationA wants to FORCE nation B to sell there is little foreign policy can do either...

Perhaps if the USA was a little less involved overseas it would be in a much better position re: trade.

FORCING them would be a foreign policy decision, exactly my point of trade and foreign policies being inseparable when strategic materials are at stake.
