The beginning is misleading....I have been to Madrid and other parts of Spain and it is not just gypsies who are begging and stealing.
Fellow Spaniards are doing it as well because the unemployment rate is over 25% over there!
I felt bad about the begging but I had to harden myself since it was my last leg of tour in Europe and needed to save my money, so I pretended not to see anything.
The only other place where I had problems with attempted pickpocket was Paris (it was unfortunately mostly gypsies and Eastern Europeans doing this) though some French clerks tried to rip me off by charging and tipping them despite it being part of the price.
I saw so many gypsies in Paris last time I visited. They're all around the busy touristy areas, pushing and jostling into people while secretly snatching what they can. Annoying.
I've also seen quite a lot of those, "will you kindly make a donation?" or "sign this petition" scam artists near the Eiffel Tower.
