Paris and Barcelona are at the top of my list. I think that San Sebastian, Spain is also a fantastic, albeit little-known gem. I'm shocked not to even see Barcelona on the list, though. From my experience, far more people prefer Barcelona to Madrid.
I don't get these threads. Have you been to the majority of European capitals? I didn't think I'd like Berlin at all before visiting...so how would I know I wouldn't like Minsk or Skopje the best on the continent? The answers will always be Paris or Amsterdam from people who have been to Paris, Amsterdam, and one or two other obvious, heavily-touristed cities.

No one has been to all of these cities listed, but you don't necessarily have to have been there to like it. I've loved Moscow ever since I was a little kid, and didn't go up until last year. I loved it just as much as I thought I would.

No but i wasnt talking about having been to all of them, but at least to the ones you call your favourites.
Liverpool has moved up greatly. Most of the old docks and city centre are World Heritage Sites. They also have massive sections of old docks that will be rebuilt making the city even more attractive. A city to watch.
