No Germany is not western europe neither is switzerland and the czech republic.
I don't know why Iceland keeps being grouped up with Scandinavia when Ireland and Scotland are considerably closer.
Iceland has to be grouped somewhere, it's part of Europe. Because of its northerly location, it's considered part of Northern Europe. Scotland could be included as well, and probably should be.
It is because you confuse, like many people two different concepts:
-the geographic concept of "mediterranean"
-the geographical or cultural concept of "southern Europe"
Bordeaux, like a big third of Spain and Italy, and like 80% of the Balkans do not border the mediterranean sea and are not located and have climate not classified as mediterranean but are obviouly in the southern part of Europe... All those places are located at mediterranean latitudes, so are southern European. Bordeaux is in line with Genova. Even Lyon is lined with Milan and Venice (with similar climates), these cities are all located at mediterranean latitudes, clearly in the southern third of Europe. If not southern Europe then what it is?
Southern Europe is climatically much more diverse than northen Europe, and is not more limited to mediterranean climate zones than northern Europe would be refer only to sub-polar zones.
I don't know if I would go strictly by latitude. If we go by that Bucharest, Sevastopol and Krasnodar are all similar or lower latitude than Bordeaux. They are all part of Europe but still i wouldn't consider them part of Southern Europe.
I think it is the same as with US when somebody reffer to the South they don't think of California even if it is the same latitude as Georgia.

A very inaccurate statement...
San Diego, in the very South of California, is indeed roughly at the same latitude as Savannah.
On the other hand California reaches as far north as the 42nd parallel and therefore part of the state is in line with Massachusetts...

And Los Angeles is more or less same latitude as Atlanta. So it ios not that innacurate. However when you speak of South in US you nobody is going to think of LA or San Diego.
Central Europe- Poland, Czech, Slovakia, Austria, Switzerland and Germany.
Eastern Europe.- Russia, Ukraine, Belarus, Moldova, Bulgaria, Romania and Baltics.
Southern Europe- Albania, Italy, Spain, Portugal, Greece and ex Yugoslavian countries
Northern Europe- Scandinaivan countries, Iceland and Finland.
The rest are Western Europe.
I agree with this post the most so far.

Exactly, the south refers to the southeast, sometimes Texas as well although it's usually considered it's own region. It never includes anything west of there.
