It depends where in Germany.

Germany is not as "pale" as people think. Some Germans are, while others tan.

I would say, speaking very generally, Northern Germany (the old Prussian Germany) is the blondest/palest, and Southern Germany (Bavaria and Baden-Württemberg) are more brown-haired and more likely to tan. Central Germany is more of a mix.

My family is from the Rheinland and we are mostly pale, and blond as children, and we don't tan. But many people we know do tan quite well.

Anywhere close to the Dutch border is very blond and pale too.

South Slavs (Bulgarians and Yugoslavs) tend to be swarthy.

West Slavs (Poles, Czech etc.) are pretty mixed with Germanic people.

East Slavs (Russians , Ukrainians). .. well it depends. Lot of North Russians for example are mixed with Scandinavians and Finns. They look Germanic.

Yes, part of Russians has generic "Northern European" look. Others don't.
Some are ghostly pale, some - not.
I would guess that this indicates that what's united under the umbrella of "Russian ethnicity" comes from few different origins. Very much like a case with Germans it seems.

I think the question was "by blood."
(This however opens another can of worms, because I suppose in Germany, no matter what "blood" is, everyone becomes "German" according to "nationality." In Russia however "blood' still matters in division of ethnicities. The reason why it happens, is that unlike in Western world, different ethnicities became part of Russia with their ancestral lands.)

Not true. Much of Russia isn't ethnic Russian, so if that were truly the worldview in Russia ("ethnicity determines nationhood") then much of Russia would be broken up into independent countries (or at least semi-autonomous republics) based on ethnicity.

Russian ethnicity has nothing to do with nationhood, or national boundaries.

I think northeastern Europeans like Balts and northern Russians are. They're largely of Finnic descent, so they look more like Swedes than like say, Romanians.

Yep this is northern russian like finnics but finnics more like russians or swedes? Maybe Russians for me.
