If a person wanted to move to an industrialized country in Europe where life feels relatively peaceful and people get along well, what would be a good choice?
It cannot be a rural area. It needs to be urban or suburban.

Pretty much each and every country fit that description.
I would vote for Austria, Austria is the better Germany in my opinion; or Switzerland if you can afford it. Czech Republic and Slowenia (not to mix up with Slovakia) are also very safe as far as I know, but maybe more rural than you prefer. Germany, France, UK and various other countries will face great turmoil within the next decades I am afraid. Other countries have serious economical problems such as Spain or Portugal.
Also, rather than being dominated by one city like most of the other countries in Europe, Germany has many developed urban and suburban areas to choose from. For example, France only has 3 cities over 500K population, but Germany has 15. Thus, it may be easier to find a place that suits your liking.
