Sounds like you want to see as many nude males as possible. Wearing a towel?? That's for sissy liberals! Cover up while brushing your teeth in a public restroom? So odd!!!
No, I don't actually have a preference one way or another. I use the locker room to change and shower and don't worry too much about who has clothes on and who does not. If other people want to parade around nude, I figure they are within their rights as nudity is permissible in the locker room.

Not necessary. Just take off your workout clothes except undergarments; walk to the shower; remove undergarments in the shower; and after the shower, when you’re done drying yourself off with the towel, leave the towel on.
