I have a pair of pumps by L.A.M.B. that come with super cool lace up covers (in leather, same color pattern) that when worn on top of the pump turn the shoes into adorable ankle boots. Do you know what theses are called?

I don't think what kind of shoes you are talking about but - in military wear and with riding boots (for English style dress) - they are often called "gaiters"
