Husband and I like to go to Rennaissance Festivals, where ladies in costumes (both employed at the Fest, and attendees) love to wear the "bar wench" costumes showing loads of cleavage. So now, whenever I see a woman with shall we say a daring decolletage, I mumble to my hubs, "Man, she got the Renn Fest boobs goin' on!" especially if they are generously sized. But it's not intended to be derogatory. I appreciate all kinds of beauty as long as a person doesn't look boring.
I've got a very flat coworker who is mind-blowingly gorgeous in an elegant and intellectual way. And she married an intellectual man, the kind of man you see in a coffeeshop in Seattle, not rooting for football or watching Nascar...and I find I'd be happier in her shoes than I would be attracting crude (or worse, immature, as the case may be) men who are obsessed with boobs.
Who you otherwise find attractive and you like her personality.
I'd be a lier if I said I could, as knocked one back recently who fitted this bill.

Your point about a guy with a small package is different. Bc in my example you can see her size when meeting /talking to her. A guy with a small package is not known when meeting/talking to him. Well usually anyway lol.
So, men has the advantage. What a shock! LOL If a woman's body isn't right, you pass on her without ever getting to know her. In order for a woman to pass muster, she has to have surgery. Hmmmm
