it totally depends on the person. If your a little man, a 30 inch waist is within the realm of possibility. If your a big guy, there's no way.
I have a 35 inch waist, I'm 6'2'' barefoot, 203 pounds, and around 12% bodyfat. Could I stand to lose an inch off my waist? Yeah. Could I get down to 30-32? nope. Pelvis is too big, too much muscle wrapped around it.
Interesting how different people's bodies are. My son is 6"3 and weighs about 155 (he runs about 75 miles a week). He has a 33" waist. Hard to imagine he could gain 50 pounds and only 2" in his waist. But he has very long, slender bones (like me) so you obviously have a larger frame and the weight is distributed evenly over it.

And therefore, I say the question is pointless.
Yeah I think a lot of it comes down to bone and organ mass. I was 190 pounds at the end of my junior year of high school, for whatever reason I just weigh a lot. I've been told I don't look 200 pounds, more like 180-ish.
The size that my arms go around when I sleep at night. He's perfect.
