I have been seeing a lot more cleavage around town than I would like to. I am no prude, but when I see women with half of their boobs hanging out, I am embarrassed for them. I wonder what they're thinking?

That's the problem, it's not a matter of buying a larger size as some suggested, the bosom cut is the problem on some of these newer garments hitting the market. I worked in the clothing industry for a time, I know enough about fitting myself and not trying to squeeze into something that's too small. I have plenty of clothing where I'm well covered, but, it takes a lot more vetting out these days to get some of what I like with a fuller cut in the bosom part especially the dressier dresses I've come across of late and my breast aren't even on the extreme side of big even. I do a little bit of sewing and have altered items when possible.

The dress I sent to alterations needed a solid 1.5-2 inches of v-neck reduced until I was ok with the amount of cleavage. Where I left it is still on the low side.
Yes, I'm guessing that if a woman with big juggs is showing off her stuff in public, other women may act indignant about it - but they're really secretly jealous that their boobs aren't as big...

Let's clear up a common misconception that some big-bosomed women and all their male admirers latch onto: Not all small and medium breasted women are "jealous" of their big-busted sisters. Really.
Besides, to whatever extent that jealousy DOES exist, it goes the other way, too. There are naturally well-endowed women who can be envious of other women who might be slimmer and fitter, or who have great booties and legs.
In any case, LOTS of men, perhaps most, are jealous of the physical attributes of other men, though they'll never admit it in a million years. They can be jealous of another guy's height; better build; headful of thick, healthy hair; better-looking face; and, yes, the possibility that his penis is bigger. They compare women and exaggerate female-female jealousy in a subconscious attempt to deflect their own insecurities and to draw attention away from their own "inadequacies."
