best tights for warmth to wear under short dresses/skirts (celebrities, look)

i do have black fleece tights, but they don't look as nice when worn under short dresses/skirts. which tights look good under short dresses/skirts that still keep you warm? i just can't imagine how ladies (celebrities, power women) keep themselves warm in short dresses and skirted power suits in events where they may have to spend some amount of time outdoors in winter. i'm already freezing in long pants with fleece leggings underneath

I'm an expert. Since I'm short, I live in short dresses and heels. Along with tights in fall and winter. I do wear skirts sometimes. I get wool or cashmere blend tights and they're pretty warm. The place I've found with the highest variety of natural wool is an online UK store called myTights.
