Looks current to me.

From her hair, to his facial hair, to the boy's shoes.

Those DO look like Vans. I wouldn't have noticed if you hadn't mentioned it. Hmm. Seems current.

Based on the tie and facial hair, early to mid nineties.

1990s is my guess. I think the father’s tie and facial hair are most indicative.

You used to be able to buy thinner “youth ties” for young men. I am guessing that one of the boys is wearing one of those.

This is a picture that is aspirational. They chose to have their boys wearing shirts with ties, even though it is obvious that the younger boy’s dud do not fit properly. In the nineties it was more upscale to have family groups dress all in denim shirts, with no ties on the males. It was quite the thing for awhile.

Mom’s clothing fits but to my eye looks cheap. I do agree that she is harder to date.

In the 70's

The sneakers worn by the boy in blue shirt are back in fashion.

If taken in the US, I would guess the 1960's. If taken overseas, it could be anytime.

I would guess 90's. Mom's hair looks like an iteration of Jennifer Anniston's famous 'Friends' do. The lilies were a big in 90's floral design.

I think this is as close as you can be with it. Late 90s at the earliest but there is a chance it could be the early 2000s. I'd go for 1998 if I had to pick a single year.
