It's not dapper high style, and there's a Lebowski Dudeishness to it (unless you are from the Middle East where a lot of guys seem to do it). If you're just running out to grab something or doing something casual, who cares. I think it can be pulled off daily esp if you have any kind of surfer-type vibe/look.

That's because my legs never really get cold. My feet do a little more e.g. if touching ground, but not really either. I could be shoveling snow in shorts and I'd be fine as long as my feet were dry. The main reason I wear pants in colder weather in NJ is so I don't look like a doofus and stand out like a sore thumb. Sure there is some warming enhancement though it's nothing compared to the upper body where your heart and all your vital organs are.
In some Native American societies, men who went canoeing in cold weather would wear hats and heavy jackets from the waist up, and go butt naked from the waist down, since the coldness didn't bother them much and wet pants would be much worse than being naked.
