The question is how insulated the bag was and what temperature the meat was at when it was discovered. If you read my other posts on this topic you will find that I am about the least food-safety-paranoid person around, but meat that was left in a hot car for 12+ hours and was warm when found would be crossing the line, no question. Or was it still really cold inside the bag?

Agreed. How was it when pulled from the insulated bag. If it was still cold to the touch I'd be fine with it, but if it were warm all the way through, nope, time to toss.
(and don't feel bad, I've discovered overlooked groceries left in the car too)
I hate it when I do something like that: waste a lot of money because I did something careless. I am feeling the sympathy.
Sorry, but throw it out. On the plus side (and it is a very small plus) the pain of this loss will make you more aware and careful of your purchases in the future. You might as well think of it as a teachable moment.
Insulated bags are for short time periods counted in minutes, not hours. They are not ice chests. If the meat had been in an ice chest and there was still ice in the chest, then the meat would be OK to eat.
I wouldn't feed it to my dogs. A vet visit can cost hundreds of dollars if it turns out the meat is spoiled enough to make the dogs sick. It's not worth the risk.
I wouldn't risk it, not worth it to me. I've had Montezuma's revenge from leftovers that should have been OK.
