Oh no, not cold at all.

Agreed. How was it when pulled from the insulated bag. If it was still cold to the touch I'd be fine with it, but if it were warm all the way through, nope, time to toss.
(and don't feel bad, I've discovered overlooked groceries left in the car too)

Oh, make the dog sick, have to take it to vet, and possibly kill it. Not my babies!

I hate it when I do something like that: waste a lot of money because I did something careless. I am feeling the sympathy.

Sorry, but throw it out. On the plus side (and it is a very small plus) the pain of this loss will make you more aware and careful of your purchases in the future. You might as well think of it as a teachable moment.

Insulated bags are for short time periods counted in minutes, not hours. They are not ice chests. If the meat had been in an ice chest and there was still ice in the chest, then the meat would be OK to eat.

I wouldn't feed it to my dogs. A vet visit can cost hundreds of dollars if it turns out the meat is spoiled enough to make the dogs sick. It's not worth the risk.

I wouldn't risk it, not worth it to me. I've had Montezuma's revenge from leftovers that should have been OK.
