I have this in my backyard, near the (plastic) fence, about 20ft from the house.
Is it termites?
The larger area is covered with mulch, but this smaller (2 sqft) area seems to be covered with dust on top of the mulch and has holes on it. Last weekend I mixed it up so the mulch is visible again, but now the dust is on top with the holes again.

Dyed mulch, an attraction to ants. Terro bait or Amdro sprinkled around it should eliminate the colony(s).
