What do you think is wrong? They are in sun, I water frequently and fertilize too. They just keep growing huge grape leaves and no fruit. Shouldn't they have blossoms by now?

I grow grapes and have for many years. Concords are the best for juice and Jam. We used tio grow them in white and black, when I lived in CA. Now I grow only Interlaken. I'm glad you solved your problem, I was going to ask how old they are. Normally it will take at least 3 years to fruit, and then only if pruned properly.
A few ideas
Are you pruning them in fall?or early spring?
You may be removing fruiting wood in an attempt to keep them neat
they make grapes on 1 y o wood- if you cut that wood- you won’t have grapes for a year.
Concord can get unruly- the fruiting canes grow down vs wine grapes where the canes grow up! So you need to put them on trellis.

Yes, they are nice, but it's the grapes I want. My nursery man said in Oregon he grew grapes at a vineyard and I am probably not watering deeply enough. That, along with over fertilizing, probably means no grapes this season. Live and learn in gardening.
You need to give them potassium as a fertilizer. I gave them both bone meal and blood meal. Blood meal is for leaves, bone meal is for fruit production.
