It really depends on where you live and what your soil is like. I'm surprised the OP had this trouble because I would think Oregon has a pretty temperate climate, but it has been very wet up that way the past year, right? Tulip bulbs can rot in soil that is too wet for too long. I was bummed to learn that many people in Kansas treat tulips as annuals (!!!!!), but I planted some last fall anyway. We will see what next year brings, but they look gorgeous right now.
