Arizona isn't that affordable for anyone anymore. Prescott area is cooler than Phoenix, but has a generally highcost of living. Sun Cities outside of Phoenix would be the most affordable for a senior citizen.Tuscon is cooler than Phoenix--maybe 7-8 degrees in summer--not sure how affordable--you'd have to check it out.

If you are looking for a larger city, Tucson would definitely fit your criteria. It is usually at least 5 degrees cooler than Phoenix during the summer, and about the same during the winter (cooler at night, though). Housing in Tucson is significantly cheaper than Phoenix with average rents running about $100 cheaper/month. There are affordable housing developments specifically for seniors and people with disabilities, including the Tucson House apartments, which is a high-rise (about 10 floors) located a couple miles north of downtown. There is also a high-rise that will soon start construction in downtown Tucson for seniors who need affordable housing. There are also several lower-scale housing developments for senior citizens who need affordable housing.

If Tucson is not for you, there are a number of smaller towns in Eastern Arizona that are much cooler than Tucson or Phoenix, and are cheaper too. Towns such as Willcox, Benson, Safford, Douglas, St. Johns, Holbrook, Williams and Page (near the Utah border) could be alternatives. The downside is the lack of services and the relative isolation. Western Arizona is much hotter than Eastern Arizona and Phoenix with temperatures reguarly getting above 110 degrees during the summer. Those towns and cities tend to be pretty cheap too. Flagstaff, Prescott, and Sedona are extremely expensive, often with prices that are competitve with California towns and cities.
